The spread between the cheapest entry point and the most expensive is roughly 20 times. That is not a quality gap. It is two different pricing models aimed at two different buyers.
Why Do These Tools Price So Differently?
Two billing shapes dominate this category. Manatal, Zoho Recruit and CVShelf charge per user. Workable charges a flat monthly fee for the company. Which shape is cheaper depends entirely on how many people at your firm actually read CVs.
Most Hong Kong SME owners have never counted. The answer is usually one person, occasionally two.
The crossover calculation
Workable's entry plan is about HK$2,332 a month. Manatal Professional is about HK$117 per person per month. Divide one by the other and you get roughly 20 seats.
Below 20 people screening CVs, per-seat pricing wins. Above it, the flat fee wins.
Almost no Hong Kong SME has 20 people reading CVs. For most firms on this page, per-seat pricing is not slightly better, it is an order of magnitude better, and the decision is close to settled before you compare a single feature.
So the fastest way to narrow this field is not to read feature lists. It is to answer one question: how many people in your company will log in and screen candidates? If the answer is one or two, you have just eliminated the most expensive option on the page.

What Would a Hong Kong SME Actually Pay?
Consider an 18-person insurance brokerage in Sheung Wan hiring two administrators and one junior broker this year. Each posting attracts around 140 applications. The office manager screens them.
Manual screening at roughly 3 minutes per CV comes to about 7 hours per role, so 21 hours across three hires. At a loaded management rate of around HK$250 an hour, that is roughly HK$5,250 of management time a year spent reading CVs, most of which are rejected in the first minute.

A 6-person design studio hiring one person every eighteen months receives perhaps 60 CVs in total. That is three hours of reading, once. Paying HK$1,404 a year to avoid three hours of work every eighteen months is a poor trade, and the studio would get more from writing a sharper job advertisement.
The rough threshold is around 200 CVs a year, or three or more hiring rounds annually. Below that, a well-written advertisement and a spreadsheet genuinely wins.
Where Does Each Competitor Actually Win?
If a comparison shows one product winning every row, it is an advertisement. Here is where each of these tools beats the others, including on rows where our own recommendation loses.
Zoho Recruit wins if you already run Zoho. If your firm uses Zoho One, CRM or Books, the recruitment data lands where your other data already lives and the integration costs nothing extra. That convenience outweighs a HK$78 monthly price difference.
Workable wins if your problem is that nobody applies. This is the exception to the seat-count rule. A screening tool sorts the applications you already have. If you are getting eight applicants for a role that needs eighty, better sorting solves nothing. Workable's database of over 160 million candidates is a sourcing purchase, and sourcing is a different problem from screening. Pay the higher flat fee if that is your actual bottleneck.
CVShelf wins if you do not want an applicant tracking system at all. Some owners want to upload a folder of CVs and receive a ranked list with reasons. They do not want pipelines, stages or a system to maintain. CVShelf is built for exactly that and Manatal is more machinery than they need.
Manatal wins on features per dollar for a small team that does want an ATS. Job board aggregation, candidate scoring and pipeline management at HK$117 a seat is the strongest value on this page for a firm hiring regularly. And none of them wins on Hong Kong bilingual CVs. This deserves its own paragraph. Every tool here is built English-first. Hong Kong CVs routinely mix English and Chinese, list names in both scripts, and cite HKDSE, HKCEE and sub-degree qualifications alongside local university and employer names that these models were not trained to recognise. What Can AI CV Screening Not Do?
Five limitations apply to every tool in this category regardless of price, and two of them carry legal weight in Hong Kong.
It ranks, it does not decide. A score is an opinion with a number attached. The Privacy Commissioner's Model Personal Data Protection Framework names risk assessment and human oversight as one of its four recommended areas. Rejecting a candidate is a decision about a person, and it belongs in the category that always needs a human signature, as covered in our guide to deciding which AI actions need your approval.
It inherits whatever your past hiring preferred. Published research has documented national-origin discrimination in deep-learning resume screening systems. A model trained on who you hired before will favour people who resemble them. If your last four hires came from the same two universities, expect the ranking to notice.
Hong Kong data rules apply from the first upload. Under the Personal Data (Privacy) Ordinance, data collected must be adequate but not excessive for its purpose. It cannot fix a hiring problem that is really a pay problem. This is the one owners least want to hear. Hong Kong survey data for 2026 found 97% of C-level executives and HR professionals reporting significant difficulty sourcing the right talent, while 81% of professionals expect a pay rise above 10% to change roles and 83% of employers plan to offer under 6%. No screening tool closes that gap. If good candidates reach your final round and decline, the software was never the constraint.
